Abstract:
After a new Environmental law released by Indonesian government (Law No. 32/2009) , Strategic environmental Assessment (SEA) is become obligatory for activity that affected to the environment. After its launched, this Law is already contrary with other sectoral law (forestry law, Mineral and coal law, etc), that also happen in south Kalimantan. with our new environmental law, government require a strategic environmental Assessment for that area, and its become confusing among the authority (because of local autonomy law and other) about the license. Who is responsible to release a permit, is national level or local level?? And according to a new law, who is responsible to release SEA and how is the mechanism. And case sutdy is in a Meratus Mountain conservation Area in South Kalimantan whicht threatened by mining industry and big scale plantation.
