Abstract:
The European Commission, the European Parliament, the Council of Ministers and the Courts are well-known actors; they are at the front stage of the European Union (EU), so to speak. But because these institutional actors draw attention to themselves, the importance of the offstage players is obscured, in particular those of the committee new modes of governance in the EU. Even though they are in the political sidelines, these behind the scenes committee actors are deeply involved in the decision-making processes including those concerning very salient political matters. This proposed research aims at providing a consistent and comprehensive approach on what the European governance means and entails. It will further analyse what changes the concept of European governance and the new typology of acts introduced in the TFEU brings about for the new comitology system and the institutional balance of powers among the European Parliament, the Council of Ministers and the European Commission. It will further detail what the new approach to delegated and implementing acts means. It will discuss the new role attributed by the TFEU to the European Commission, the Council and the European Parliament and what this new role specifically entails for comitology and the institutional balance of powers. It will further analyse whether this approach to the new typology of acts, changes or simply re-adjusts the institutional balance of powers among the European Parliament, the Council and the European Commission.
