Abstract:
PPPs are taking an increasing proportion of public investment in infrastructure areas. Among these PPPs projects, the Concession Model is frequently used. On 28 March 2014, the European Parliament and the Council released Directive 2014/23/EU on the award of concession contracts. Almost one year later, China released a regulation called Concession Management in Infrastructure and Public Utilities. Both of them regulate risk allocation in a vague way. This research uses empirical study of the influence on the risk burden of the private party which has crucial impact on the operation of PPPs projects.
