Abstract:
This thesis will assess the institution of the European semester, the cornerstone of the new economic governance framework of the Eurozone, in light of the founding values of European constitutionalism (rule of law, democracy and protection of fundamental rights). More specifically, it will determine to what extent the Semester protects and promotes these values, or rather undermines them. For this purpose, the thesis will first elaborate on the values forming its analytical framework. It will then analyse the Semester, and the institutional shifts it may have triggered, before assessing how each one of these values fares under this institutional settlement.
