Abstract:
The Dutch waterboards are often regarded as so called waarborgdemocratien. This type of democracy is characteristic for functional governments. However, due to various developments (such as scale enlargement, the introduction of integrated water management and the modification of the electoral system) the waterboards are currently in transition and are moving towards a so called ontwikkelingsdemocratie, which type of democracy characterizes the municipalities and provinces. This research will examine this transition and the implications of this transition for the institutional design of water management.
