Abstract:
The rapid development of the offshore oil industry and the recent accidents that occurred require a relatively well-established legal system on compensation to protect the interests of various parties and to balance environmental protection and resources exploitation.The study will identify the legal attributes of offshore facilities in comparison with vessels, examine the current legal system and the legal practice of the U.S. and China and then try to discuss the necessity and possibility to readjust the civil liability regimes and compensation mechanisms in both countries.
