Abstract:
This research provides an analysis on the expansive application of rules of transboundary harm beyond traditional international environmental law area. By examining the obstacles as well as the development trend of the current rules mainly containing prevention obligations and rules of State responsibility, the research attempts to reveal the value, feasibility, methods, and challenges of expanding such rules into other fields. Furthermore, the research aims to apply its results in solving practical issues, such as world pandemic and geopolitics, under the existing legal structure of transboundary harm.
