Abstract:
The research critically examines the role of EU agencies in the implementation of EU health law, including the Commissions recent European Health Union proposal. It analyses the role of EU agencies as actors in-between EU institutions and the Member States, assessing the competence limitations in the area of health policies and the constitutional limits to agencification. The research offers a systematic analysis of their role in EU health law (including pandemic/COVID-19 response) and their impact on the Member State policies. It will clarify their constitutional place in the EUs composite administration and develop suggestions to improve their accountability.
