Abstract:
This study analyzes why participation in lifelong learning (LLL) continues to lag behind despite policy efforts. It analyzes the legal and institutional conditions for an inclusive learning culture, including rights, facilities, and recognition of learning outcomes within EU and national law. In addition, the experiences of citizens, employers, and implementers are examined using data analysis and Living Labs. The central (provisional) research question is as follows: What rights and facilities are needed to achieve an inclusive and meaningful learning culture, with equal access to LLL and recognition of learning outcomes for every worker and job seeker? The project offers innovative insights into why the system is falling short and how legislation and policy can better meet the needs of workers and businesses, with a focus on sustainable labor market development.
