The problems raised by the single market and environmental protection have legal, economic and political dimension. At the forefront of discussions about the environment and the single market is the issue of environmental standards. This volume represents a variety of expertises necessary to understand those problems and design policies for their effective solution. Lawyers, economists, social and political scientists contribute to the central question of standard-setting in their various way. Legal as well as economic instruments in the setting of environmental standards are discussed. Obviously, the objective of a single European market cannot be realized if the level of enforcement varies still considerably between the member states. Hence, enforcement problems, especially with respect to transboundary pollution are discussed in the final part of this book. All papers were presented at the conference: Setting, Operating and Enforcement of Environmental Standards, organized by METRO and the Centre for European Law.
